UAACOG SS4A Rural Communities Project

A Collaborative Safety Action Plan for Seven Rural Communities

The Upper Arkansas Area Council of Governments (UAACOG), in partnership with the Towns of Brookside, Coal Creek, Rockvale, Silver Cliff, Westcliffe, and Williamsburg, and the City of Florence, has launched a regional Safe Streets and Roads for All (SS4A) Safety Action Plan Project funded through a federal SS4A grant and Colorado DOLA Local Match (LOMA) funding. While each community has its own identity, they share many of the same transportation challenges, including limited local resources, aging infrastructure, data limitations, and the need to improve safety for people walking, bicycling, driving, and accessing community destinations. By working together, the Project Partners can leverage shared expertise, identify common priorities, and develop strategies that benefit each community while respecting its unique character.

The Safety Action Plan is a community-driven effort to better understand transportation safety concerns and identify practical, implementable solutions that reduce the risk of fatal and serious injury crashes. Throughout the planning process, residents, businesses, emergency responders, schools, local governments, and other stakeholders will have opportunities to share their experiences and identify safety concerns that may not be reflected in crash data alone. Public input will be combined with technical analysis to develop recommendations that reflect local priorities and the realities of rural communities.

The completed Safety Action Plan will provide each participating community with a prioritized list of programs, policies, and transportation projects designed to improve roadway safety over the coming years. In addition to serving as a roadmap for future decision-making, the plan will better position the Project Partners to pursue future implementation funding. Most importantly, this collaborative effort will help create safer, more connected communities while preserving the qualities that make each town a unique place to live, work, and visit.

What Is a Safety Action Plan?

Comprehensive Safety Action Plan Components

A Safety Action Plan is a community-driven roadmap for reducing serious and fatal crashes. Under the federal Safe Streets and Roads for All program, a comprehensive Safety Action Plan is built from the following components:

  • Leadership Commitment & Goal Setting — an official public commitment to eliminating roadway fatalities and serious injuries, with a goal and target timeline.
  • Planning Structure — a committee or task force charged with overseeing the plan's development, implementation, and monitoring.
  • Safety Analysis — analysis of crash data, conditions, and trends to identify higher-risk locations and contributing factors.
  • Engagement & Collaboration — robust engagement with the public and stakeholders, whose input shapes the plan.
  • Equity Considerations — inclusive processes that identify and address the needs of underserved communities.
  • Policy & Process Changes — updating policies, plans, and standards to better prioritize transportation safety.
  • Strategy & Project Selection — a prioritized set of projects and strategies, grounded in a Safe System Approach.
  • Progress & Transparency — measuring progress over time and reporting it publicly.
