UAACOG is the fiscal agent for 5311 funding. We administer the grant to two transit providers: Wet Mountain Valley Rotary Community Services of Custer County and Golden Shuttle/Fremont County Transit of Fremont County. Providers currently offer demand-response service in their counties and surrounding areas.

Transit Programs

Coordinating Council (LCC)

The Local Coordinating Council implements and/or oversees the provision of the coordinated transportation in the community and region. The LCC consists of stakeholders with an interest in improving mobility or providing transportation services. At a county or regional level, the focus is on the operational and logistical aspects of coordinating resources and providing effective mobility. The LCC encourages public participation at the meetings and solicits input in all areas of transportation. 

 

Central Front Range Transportation Planning Region (CFR TPR) 

The Central Front Range TPR represents Teller, El Paso, Fremont, Custer, and Park Counties. It is the TPR's responsibility to ensure that our area's transportation needs and priorities are recognized, made easily accessible, and communicated to the public and key transportation decision makers. The Regional Transportation Plan accomplishes this. It recognizes current needs and priorities while formulating solutions to keep pace with regional growth and changing conditions. A regional Transportation Plan that reflects the overall priorities and needs for our area is vital at a time of limited funding for transportation. The plan is intended to be a living, useful document that is referred to when transportation decisions are being made and as the TPR implements the action items listed in the final chapter of the document. ADA Transit Service Plan

It is the policy of the Upper Arkansas Area Council of Governments and its sub-grantees to comply with all the legal requirements of Federal and Local State laws and regulations as they pertain to individuals with disabilities. The transit system provides quality transportation services without discrimination to all persons including individuals with disabilities. The policy applies equally to all transit system employees, volunteers, services, facilities, and vehicles. It also applies to all persons needing and/or using the services provided by the system. 

All complaints of discrimination on the basis of disability will be promptly and objectively investigated by the Upper Arkansas Area Council of Governments, Transportation Coordinator 719-275-1675. Findings will be forwarded to the Director and Directors of the agency that the complaint was filed against.  Please refer to the UAACOG ADA Transit Plan and ADA Complaint form for additional information. 

Reasonable Modifications

Upper Arkansas Area Council of Governments, Golden Shuttle/Fremont County Transit, and Wet Mountain Valley Community Services makes every effort to ensure individuals with disabilities have access to and benefit from our services in compliance with the Americans with Disabilities Act and FTA requirements. 

Reasonable Modifications include changes, exceptions, or adjustments to our rules, policies, practices, and procedures to provide everyone with the opportunity to use our transit services.

Limited English Proficiency (LEP)

The Limited English Proficiency (LEP) Plan for Upper Arkansas Area Council of Governments, Wet Mountain Valley Community Services, and Golden Shuttle/Fremont County Transit has been developed in response to federal requirements included under Section 601 of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d) which provides that no person shall "on the grounds of race, color or national origin be excluded from participation in, be denied the benefits of, or be subjected to discrimination under the program or activity receiving federal financial assistance". 

Language access services are provided to people who have limited ability to read, write, or speak English and wish to utilize services. These services include interpreters and translation of documents. While the numbers and percentages of LEP persons in our service area is quite small, we are sensitive to the potential need to service LEP individuals. Language assistance measures include but are not limited to: I Speak Cards, Basic Spanish for Transit Employees Books, Alta Vista Babel Fish for phrase translation.

 

Fremont & Custer County Transit Services

Upper Arkansas Area Council of Governments subcontracts Demand-Response Transit services in Fremont and Custer Counties. Demand - Response is a service that picks you up at home/work and takes you to your destination. Please schedule transportation 24 hours in advance and notify dispatch if you are disabled and require mobility aids. Both Transit Services provide wheelchair accessible buses and vehicles.  

Fremont County Transit/Golden Shuttle is the public Transit provider for Fremont County serving Cañon City, Penrose, and Florence. Service hours are 7:00 a.m. to 6:00 p.m. Monday through Friday. 24 hours advance notice is requested, however they do their best to service same-day requests. For more information or to schedule a ride, call the Golden Age Center @ 719-276-5200. Suggested donation is $2.00 per trip.

Wet Mountain Valley Community Services is the public Transit provider in Custer County serving Westcliffe & Silver Cliff. Service hours are 8:00 a.m. through 5:00 p.m. Monday through Friday. 24 hours advance notice is requested, however they will do their best to service same-day requests. For more information or to schedule a ride, call Wet Mountain Community Services @ 719-783-2343. Donations are appreciated. 

 

TITLE VI

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or natural origin in programs and activities receiving federal financial assistance. Specifically, Title VI provides that "no person in the United States shall on the grounds of race, color, or national origin, be excluded from participation in or denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance" (42 U.S.C. Section 2000d)
