Position Description: Oversee all construction phases associated with the implementation of housing rehabilitation projects. This involves ensuring compliance with CDBG, HOME, and HDG regulations, coordinating efforts between local and state governments, and ensuring that all work is performed to the highest standards. Work with the Housing Choice Voucher Program conducting yearly inspections and assist with building maintenance.

Requirements: High school diploma or GED. Must have actual experience in all aspects of residential construction. Knowledge of zoning and other applicable regulations and ordinances. Must have basic computer skills including Microsoft Office. Valid Colorado driver's license required. Lead-Based Paint Certification and Weatherization Certification preferred.

Job Summary

This position shall oversee all construction phases associated with the implementation of a housing rehabilitation project.


Essential Duties and Responsibilities

  • Verify eligibility of property to be rehabilitated.
  • Work with UAACOG Loan Specialist with applicants.
  • Inspect property for Housing Quality Standards (HQS) violations.
  • Perform work write-up identifying remedies for HQS violations; estimate cost of such remedies and prepare work specifications for remedies.
  • Recruit eligible contractors to perform work on homes to be rehabilitated.
  • Conduct an approved bid process for services of contractors and/or subcontractors.
  • Schedule contractor(s) and subcontractor(s).
  • Communicate with and direct contractors and/or subcontractors in planning and executing work procedures.
  • In instances where the homeowner pulls permits, oversee scheduling of all applicable mandatory inspections with proper officials.
  • Inspect work in progress to ensure that workmanship conforms to specifications, local codes, and adheres to work schedules.
  • Maintain written record of the rehabilitation process per client job.
  • Keep abreast of all relevant building codes, zoning, and other applicable regulations and ordinances in all counties and municipalities where UAACOG performs rehabilitation work.
  • Perform all duties identified as belonging to the In-House Construction worker in the UAACOG Housing Rehabilitation Policies and Procedures Manual.
  • Work with Housing Choice Voucher Program conducting yearly inspections.
  • Get certified to conduct weatherization testing for a fee for service.
  • Work with Construction Supervisor on building maintenance.

Qualifications

Education and Experience:
A high school diploma or GED is desirable. Must have actual experience in all aspects of residential construction. Must have knowledge of zoning and other applicable regulations and ordinances. Must have ability to collaborate with people of varying professional, cultural, social, and economic backgrounds. Must have basic computer skills.

Language Skills:
Must have effective verbal and written communication skills; ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to draft routine reports and correspondence. Must have ability to effectively present information and respond to questions from applicants, participants, and the public.

Mathematical Skills:
Must have ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Reasoning Ability:
Ability to define problems, collect data, set up facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Certificates, Licenses, Registrations:
Must have a valid Colorado driver's license. Lead-Based Paint Certification and Weatherization Certification preferred.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions; extreme cold; extreme heat; and risk of electrical shock. The noise level in the work environment is usually moderate to noisy. Flexible schedule to accommodate various stages of rehabilitation process.
