The final Workforce Innovation and Opportunity Act (WIOA) Bill is over 1200 pages long. What it boils down to once all the editorial is gone is WIOA is a federally funded program that assists eligible individuals to gain the skills needed to attain and maintain long-term employment at a self-sufficient wage. This is accomplished by:

  • Aligning with mandatory and recommended partners
  • Emphasizing work-based learning and apprenticeships
  • Changing to performance measures that look at measurable skills, gains, and credential attainment
  • Switching the focus of youth programs to out-of-school youth 
  • Enhancing services to the unemployed
